ALERTS-HOUSTON-WARNINGS!

*Warnings about both potential and present emergencies...like maybe an approaching hurricane or a hurricane that has already arrived...think "Katrina"...can usually be obtained through local media and/or directly from official local sources...at least as long as local power and phone lines hold out and even longer if battery powered radios and other communications devices are available...think cell phones, satellite phones, etc.
Note: Even though "Official" local sources" vary from place to place, in Houston, Texas the best "Official" source in most instances is probably going to be "Houston Transtar," which under normal circumstances concentrates on managing traffic and issuing various warnings, but which under less normal circumstances becomes our local emergency management organization, by combining the efforts of the Texas Department of Transportation, Harris County, The City of Houston, and The Metropolitan Transportation Authority, which is also known as "METRO."
Note: Under "normal circumstances," Houston Transtar" may be reached by telephoning 713-881-3000 and/or by connecting to http://www.houstontranstar.org/ .
